What is it with government web sites and the <form> HTML element?

In two weeks I’ve had to use two government web site forms the likes of which I have never seen in my 25 years as a software engineer.

First one is the Irish Governments form to register a business for EU VAT MOSS tax. It’s the first time I’ve ever seen an address form with no Postcode field. Even shops I buy from in Asia or the US have a Postcode/Zip Code field.

Odd. Who made that call? Smacks of an ANCIENT backend that should have been shot long ago.

Next form.

Wilstshire County government site … Address form with a field called “Area” … I mean, I don’t think I could come up with a more vague label for an address form field. Maybe Planet?

Why?

Why is it only Government sites that do the most brain dead stupid left-field shit when it comes to even the simplest of technical things?
